The Quality and Health Equity Evaluation and Monitoring Branch is responsible for the administrative oversight of all aspects of the program evaluation, clinical quality and health equity monitoring, and data-driven approaches to population health management across all DHCS programs. The Branch Chief along with a team of dedicated and passionate scientific researchers, medical professionals, medical evaluators and analytical staff, is responsible for monitoring all clinical quality and health equity managed care requirements and outcomes for all health plans and all the necessary enforcement actions. The Branch Chief will be the link ensuring ongoing effective coordination and communication with other Department of Health Care Services (DHCS) program areas, and especially developing a close leadership relationship with the Enterprise Data Information and Management (EDIM) team to help achieve DHCS’ vision of best practices data-driven improvement efforts.


Working Conditions:

This position is eligible for 100% telework. Employee will be headquartered at the closest facility to the selected candidate’s residence, and will only need to report to the Sacramento offices no more than monthly.


Qualifications: 

Five years of increasingly responsible administrative, supervisory and/or consultative experience as either a Board-eligible or Board-certified physician in a public health program with at least three of the five years in an administrative or supervisory capacity.

The Branch Chief is responsible for monitoring all clinical quality and health equity managed care requirements and outcomes for all health plans and all necessary enforcement actions. The Branch Chief is responsible for ensuring ongoing effective coordination and communication with other Department of Health Care Services (DHCS) program areas, and especially developing a close leadership relationship with the Enterprise Data Information and Management (EDIM) team to help achieve DHCS’ vision of data-driven improvement. The Branch Chief is responsible for all policy and program evaluations, both those conducted within DHCS and those conducted by external contractors/vendors. The Branch Chief, is a member of the DHCS Management Staff and subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700). 


Desirable Qualifications:

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • experienced in data-driven monitoring,
  • experienced creating dashboards, defining, and creating key performance indicators for programs and using these for proactive monitoring
  • experienced in program evaluation and best practices in program evaluation methodology and health services research
  • research training and/or advanced degree in health services research or a related field preferred

Description of Duties:

Administers high level direction, guidance, and creative solutions to foster a culture and practice of data-driven improvement and monitoring across all DHCS programs. Works with DHCS quality improvement and population health management staff, in collaboration with other DHCS programmatic staff, DHCS Enterprise Data and Information Management (EDIM) staff, and external stakeholders including contractors, managed care plans, community stakeholders, and other parties, to verify that data available for program evaluation and quality improvement activities are analyzed and used for program improvement, and that Program Evaluation Section activities best meet program and beneficiary needs. Partners with EDIM to create and optimize dashboards and analytics to meet these needs. 


Responsible for monitoring all clinical quality and health equity outcomes across DHCS programs and delivery systems (inclusive of dental, Medi-Cal managed care, and county behavioral health delivery systems). Ensures monitoring efforts meet managed care requirements and outcomes for all health plans and all necessary enforcement actions to ensure accountability for quality and health equity; will provide monitoring and evaluation of all quality and health equity aspects of DHCS’ children’s health agenda, for both physical and behavioral health. This includes, but is not limited to, DHCS initiatives on ACEs Aware, the CYBH initiative, the Quality Strategy focus on children’s preventative services, and the CalAIM initiative on foster youth. 


Provides medical and scientific leadership in program evaluation, quality and health services research, with familiarity with a broad range of research methods including but not limited to quantitative and qualitative methods and best practices in program evaluation. Plans, oversees, and is responsible for comprehensive studies of major DHCS health problems and programs. Responsible for overseeing contracting and implementation of all required program evaluations, both those conducted within DHCS (by staff in the program evaluation unit) and those conducted by external contractors/vendors, inclusive of all program evaluations required under 1915b/c waivers, 1115 waivers and any statutory/legislatively-mandated program evaluations. 


Develop and execute a comprehensive approach to implementing quality improvement in the behavioral health delivery system, including refining appropriate quality metrics, measuring achievement towards metrics, working with Enterprise Data and Information Management to display progress on a behavioral dashboard. Develop and execute a comprehensive approach to implementing quality improvement activities across delivery systems, partnering with plans, counties, public hospitals, and providers. 


Leads administrative guidance to the Program Evaluation Unit and the Quality & Health Equity Measurement Monitoring Section. Supervises the Section Chiefs and program professional staff. Provides oversight to Branch administrative activities regarding personnel, budget, contracts, and grants coordinating with the QPHM Division Chief. Promotes a shared vision, communication, and interdisciplinary and cross-program collaboration within QPHM. Supports staff opportunities for professional development and mentoring of staff.
